Sir,

Sir Edward Grey to Count de Lalaing.

Foreign Office, May 6, 1908. WITH reference to my note of the 3rd ultimo on the subject of the difficulties which have arisen with regard to the claims of the Chinese Eastern Railway Company founded on their interpretation of Article VI of the Railway Convention of 1896, I have the honour to inform you that a Report has now been received from His Majesty's Minister at Peking on the whole question.

After careful consideration, His Majesty's Government have come to the conclusion that the Russian contention does not seem to be in accordance with the principle of the maintenance of Chinese sovereignty and equal opportunity for the industry and commerce of all countries in Manchuria. In the event of British interests requiring action to be taken in the matter, His Majesty's Government would express the above view.
